Would it make sense to say that devils are anti-Judgements who, from the very start, embraced chaos instead of law? It sort of covers why the Judgements don't try to control them (equal ranking on the Chain). And as for why they're so much weaker, that's sort of the inevitable result of supporting chaos – the Judgements are so powerful because they decided the laws and now enforce them with their presence, but the devils have no laws to enforce, so they now simply live off their inherent power.

There aren’t really many connections between the Devils and the Judgements. They’re definitely caught up in the Chain, to some extent, but probably not near the top. The Devils never rebelled against the Judgements, but the Judgements are still out to get them, for some reason? I dunno. The first devil-hives were built on the edges of Parabola, in the marches, so they are at least involved with Is-Not to some extent, I suppose.
It seems like devils still exist out there in the High Wilderness, though, given that the Merchant Venturer has you pack zzoup for his trip North; “specialist tastes”, he says. The Brimstone Buzzings you can collect at Palmerston, vague though they are, mention “Judgements” and “Alliance” in the same breath, so there’s also that. The Iron Republic is the closest thing to chaos they’ve really done, given that they replaced their monarchy with a bureaucracy instead of anarchy; even then, there’s one devil there who’s like “man was this even worth it?”. Judgements and devils do both make use of souls, but heck even knows what the devils are actually doing with them. Make of all that what you will, I guess, I don’t have much of a coherent theory to present this time round.
