The boatman is a spooky scary skeleton. Anything beyond that is a bit more uncertain, but the boatman isn’t an independent power - I am one tip of one finger. Everything is owed…
It’s uncertain who exactly the hand belongs to. The Judgements are the likeliest possibility, I think, but I dunno. If Death is just one tip of one finger then it’s gotta be a really buff hand, after all.
