Why are the lodgings opportunity cards entitled "The Tower of..." despite largely not taking place in towers of any sort? Is this just a stylistic convention? A reference to the Tarot? A reference of some sort to the spires of the Bazaar?

I think it’s just a stylistic convention but honestly I don’t actually know.
